By combining technical, legal, and entrepreneurial perspectives, the program builds a talent pipeline for open payments while enabling students to design and pitch innovative fintech solutions addressing global financial challenges.

    Interrogating Digital Financial Inclusion: DPI, Fintech, Microfinance and the Enduring Importance of Social and Public Infrastructures. This article will be written collaboratively by a policy researcher working on DPI, ideology and the Indian tech industry (Samdub 2023, 2025) and an anthropologist working on microcredit, regulation and financial inclusion (Kaushal 2022, 2025). We will take a mixed-methods approach to these questions, grounded in our prior research and disciplinary training. This will largely consist of desk research into current DPI policy supplemented by economic data, expert interviews, ethnographic detail and secondary research into the history of financial inclusion in India. The ethnographic evidence is derived from prior research with low-income borrowers across Indian cities, with a special focus on women borrowers and fintech users (Kaushal 2025).

    How Money Could Move Us: The Feasibility of Payment Interoperability Among Global Mass Transit Systems. This paper will investigate both the potential and the potential challenges of embracing interoperable digital transaction systems as the primary form of payment within mass transit systems around the world, specifically exploring how the Interledger Protocol (ILP) — a protocol the enables rapid interoperable payments — could be pivotal to this aim. By examining the current successes and failures of mass transit payment structures in various cities, this paper will form a comprehensive summary of how the Interledger Protocol (ILP) might act as a vehicle for enabling both greater economic and physical mobility. It will synthesize the findings of case study examples that explore how interoperable digital payments have already been deployed in order to facilitate greater financial access, and what barriers those systems have faced. The qualitative and quantitative insights drawn from this analysis will be applied towards building directly on the summary understanding of the current state of mass transit payment systems in order to draw conclusions about how ILP can most effectively be used to expand access to transit on a global scale.

The project will organize regular educational events that convene members of the United Nations Internet Governance Forum Dynamic Coalition on Digital Financial Inclusion to explore topics central to financial inclusion, interoperability, and open payment systems. This initiative supports community engagement, knowledge sharing, and sustained collaboration among stakeholders working to advance accessible and equitable digital financial infrastructure.

    The People's Clearinghouse is a social innovation project to benefit the broader public, specifically rural and indigenous people who have organized themselves into co-ops. Millions of co-op account holders have been historically excluded from the Mexican payment system. As a result they must deal with time-consuming and risky travel to access their money in cash. This project intends to research how the clearinghouse can be a successful connector for small rural co-ops of Mexico to the Mexican central bank and among themselves using the Interledger Protocol.

    Self-Sovereign Identity provides means to return control over users' identities data back to the individuals themselves, enhancing privacy & security, and furthermore authenticity of the data. With this project we propose to research & design an Interledger-based payment protocol that extends our existing Open Source SSI stack to enable micropayments when exchanging W3C Verifiable Credentials. This will enable multiple use cases, bringing great value to the Web Monetization but also to the SSI ecosystems.

    Regulation, including GDPR, consumer law and privacy, presents a barrier to entry to implementing Web Monetization standard and Interledger Protocol. We will develop a suite of legal texts including a template for generating a GDPR record of processing, a privacy policy, a generic terms of use, and consumer terms for using Web Monetization Standard and Interledger Protocol. We will develop them in the open, and make them available under a Creative Commons Attribution licence. We want people implementing Web Monetization to concentrate on providing excellent content and a great user experience, and not have to waste time and resources on unnecessarily expensive and time-consuming routes to compliance with legal regulation.

  10. Storage To The People: Web-Monetized Payments For Digital Legacy Storage and Sharing

    Prototyping a workflow and open source API endpoints that allow users to easily store data on Permanent.org using a one-time micropayment, with no need for storing financial data or making financial commitments. By identifying and mocking up components that are not readily available, we will identify missing ecosystem components and chart a course toward enabling anyone to purchase storage from Web Monetized storage providers.
